Government appointed a lot of areas as Nature2000 areas and gotten money from the EU for that. One of the agreements regarding nature2000 areas is that nitrogen levels have to be below certain thresholds. Government being the idiots that they are made a lot of Nature2000 areas right next to farmland which has a higher nitrogen level due to farmland having to undergo preparation for the ground to be able to produce anything (and farm animals producing waste as well). As such farmers were blamed for the government being unable to achieve the agreed upon goals (even after farmers invested a lot in more animal friendly/nitrogen reducing methods). It doesn't help that every time a farmer quits that the area is immediately build upon (industry area or residential) making the government look like hypocrites and just bullying farmers away for their investor friends.
I'm guessing that they're going after nitrogen runoff, which is actually a problem, but can be dealt with in a very simple way... by putting more animals per acre, not less.

If the second option is the case, is there a reason that big businessmen, real estate moguls, and politicians would want farmers who own lots of open farmland to stop farming and sell off their land at bankruptcy prices?
