I think it's more that they're infectious (so their numbers keep increasing), they're not easily stopped, and it drastically changes the whole world.
It's not really a moral issue with 'the dead should stay dead' it's more like 'holy shit, the dead aren't staying dead, and there's a fucking fuck ton of them, and they're making more of themselves, fucking fuck!'
In zombie stories, even a small outbreak could end/change the whole world. That's what's scary about it; you can't easily go back from it, and shit just go real.
Myth: Zombies will spread as an insidious growing mass of unstoppable horror.
Reality: "Prove you're not racist with hug-a-zombie day!"
The dead coming back wouldn't last long though because any damage would be permanent and they'd rot quickly, short of scifi/magical "but this totally just works this way".
The rage virus is the nearest thing to what could really happen.
I never understood those kinds of zombies. Sure they don't feel pain but your body can't move around if the muscle tissue isn't connected to your bones anymore or if they had a broken spine. They would actually be just as fragile as humans when they go up against modern weapons, they would just be incapacitated instead of fully dead from certain injuries.
