For those not watching, Canadian Heritage committee now voting on Bill C-11 amendment after amendment. The text of the amendments aren’t public, there is no debate, and no discussion. A betrayal of basic democratic norms that results from
@pablorodriguez demand to finish tonight.
Bear in mind, the only Bill C-11 deadline is a fabrication of @pablorodriguez to get this bill passed before summer recess. Forfeiting democratic norms for what exactly? This is the model Canada wants to portray to the world? Shameful.
Heritage committee enters the 4th hour of voting on Bill C-11 clauses and amendments with no debate or public disclosure of the text. Now past midnight ET. Astonishing betrayal of democratic norms by @pablorodriguez and the government who demanded this approach.
Conservative MPs ask again to read amendments out loud. Chair Hedy Fry says they can’t do it. She’s right - the no debate, no disclosure approach to Bill C-11 amendments after 9:00 pm was what @pablorodriguez and the government wanted and passed in the House.
I will never get used to committee voting on amendment after amendment without public text or discussion. Conservative MPs repeatedly ask for reading of amendments and Liberal chair Hedy Fry says no, people can read what was done to Bill C-11 once it is published.
And to be clear, after hours of testimony about the harms of Bill C-11 to digital creators, the government rejected it all. Hard to know for sure given the secrecy of the amendments, but appears no changes at all to the user content provisions.
After claiming that Bill C-11 designed to apply to large steaming services, government MPs reject every attempt to establish a threshold. Even $25M annual revenue- itself too low - rejected. Want option that everyone big and small subject to CRTC regulation.
With only 2 1/2 hours left of Bill C-11 clause-by-clause review before @pablorodriguez expiry on debate kicks in, committee will vote on 100+ amendments tonight without debate, explanation, or public disclosure. Awful violation of democratic norms and a stain on the government.

We have to pass it to see what's in it.
