They get to decide what is a "Free and Democratic" society. So when they say "Trucker Convoys are a threat to democracy", now you know why. It's so they can justify to simply ignore the charter.

No, Section 33, the Notwithstanding clause, can be used at any time to suspend rights in the Charter and passing laws that go against these rights. The Quebec Government literally just used it a few years ago to ban head coverings in contravention to freedom of religion.
