A marriage that does not produce children is still a good thing. A responsible government would rather you contribute to population stability too, but it's better for everyone if someone can turn to their spouse for support rather than going straight to the government.

Its no different than monetary policy that rewards stable longterm investment over paper games and resource funneling.
