Sounds like Japan is trying to up its birth rate. Too little effort though. As pointed out in the book Bio History the only way to a keep a people going is full on patriarchy. Half assed measures don't work.
Japan never had a labor movement like the west did. They have relatively little work that needs doing, but they spend a whole lot of their day signaling their loyalty to the company so they can even have a job at all. It's fucking pathetic and it's very much a sign of late stage capitalism.
South Korea is in the same boat. They've embraced a lot of modern technology to make jobs easier, but this means the competition for remaining jobs is so fierce that kids have to sacrifice their entire childhood or they're not good enough to for one of the few entry level positions.
An attempt to claim that 'capitalism has failed' and a demand for more government regulation while, ironically, pointing to issues that could only exist thanks to government regulation.
And they work from dawn to dusk trying to find the optimal font choice for a spreadsheet and have no time to court women. Japanese companies have some strange sense of duty to employees and will give a burned out employee a window watching job just to get him out of the way.

"Soft patriarchy" is how we got here man. The 50s weren't magic, they were part of the decline.
