It's not even impossible for this to be the position of the organization. Some right-wing Catholics, like Adrian Vermeule (another woman supporting mandatory vaccination), support this sort of thing in the name of 'the common good'.

This reads to me like she's discussing some government draft that mandates vaccination for health car workers. Her conclusion seems to be that it's not constituional because the vax does not reduce transmission and there are groups for whom the vax is not advisable..
