I am saying most part because Russia still kidnapped Estonian citizen, still invades or violates airspace, territorial waters and land of nato member countries... But it would be far worse if they weren't nato. We just have to look at Moldova, Ukraine and Georgia as examples. Even in small parts Chechnya too.
