You just know someone tried eating the flour straight out of the bag and sued them over it. These little notices don't just appear for no reason.
How do you get sick from pure flour though?
It tastes bad, but it isnt poisonous by itself, is it?
Right, it's because of E. coli contamination that happened at the mill. And you never know what other contamination could get into the bag after you've opened it at home. Usually microscopic mites or weevils. That's why it's safest to store opened flour in a sealed container, or even refrigerated.
