You have a group of powerful people with access to resources and loyal goons. And these powerful people want to do things that are unpopular, like molest children, perform satanic rituals, etc. So these people keep their activities secret as best as they can.
Now the powerful people aren't dumb, and they know keeping secrets is nearly impossible with any significantly sized group of participants. This includes not only the powerful people themselves but their minions who may only be tangentially connected. People like drivers, bodyguards, maintenance workers, suppliers, assistants, etc.
So how do they keep from facing the consequences of getting their activities revealed? They reveal it themselves first but in a controlled manner. They manufacture evidence of the unpopular activity, but pointed at unrelated or maybe sympathetic and innocent people, that will eventually be discredited. Or they "leak" real evidence but to publicly discredited individuals "conspiracy theorists", who have cried wolf so many times that nobody believes them.
So now the truth now out there but there will never be a meaningful public outcry for consequences. And any future revelations forever will be associated with the past "doctored" stories.

Another tactic with the same obscuring effect is putting the information out well ahead of time in the form of exaggerated fiction, as a book, through Hollywood connections, or random internet forums as goofball conspiracy theories. Contrary to expectations, getting exposure to as many eyeballs as possible makes it less believable when the truth is ever revealed. A fictional framing of a narrative or trope inoculates the mind against accepting it as real in the future.
