I've noticed older people when sitting and talking will touch the upper part of the leg right above the knee in the same way you might touch someone's arm right above the elbow when standing- although that's probably not allowed anymore either.
About as dumb as your point that touching without consent is inherently wrong? The rules on touching and interacting with other people are entirely cultural. It's wrong to you, but why should anyone else go by what you think is appropriate? Hell, the appropriate level of touching is also based on your closeness to the subject, so simply saying "Clearly old man no-touchy, BAD!" is surface level assessment at best.
You referenced an anecdote from your time in the military as if that made your argument stronger, but the military is far from normal and damn well shouldn't be used as any kind of benchmark.
