Instead, a lot of places that have few natural resources develop powerful civilizations because they are lacking in those natural resources and seek to build an economy that can flourish despite the lack of resources.
This is actually why Portugal, Belgium, England, Venice, Prussia, Japan, and Cambodia had flourishing empires when their size and lack of resources would indicate that they should be a political back-water.
