Hardcore drug addicts flock to these areas because they know, at the very least, they'll be able to get pot.
They've always been able to get weed. And drug addicts don't waste their money on weed. Maybe once in a blue moon but in general every penny they have goes towards their next fix.
I guess they don't drink or smoke cigarettes either.
