It's not like they can turn to small, white communities for advice. "Have residents that follow the law" will never be an option for them.

They could turn to NYC when it had a lower crime rate, but "profile people based on most likely criminal demographics, and do random stop-and-searches and patrols around that information" probably doesn't fly in Current Year.
