By doing that research in multiple labs in Ukraine, there's a not zero chance it will cause a lot of Russian deaths, irregardless of who they were developing it for. And genetically engineering pathogens to be more infectious in humans, or cause more severe effects is bioweapons research. You can argue all day that it's to prepare for the possibility of natural mutations, doesn't change the fact that these can hurt a lot of people. US funded research did just that with Covid.
All countries with some technological advancement does biological research. Not all labs out there dedicated in bio research is a bioweapon lab. Heck, the university I sutdied biology did bio research and was not a bioweapon.
If you're studying how a biological system works, you're not creating a bio weapon. If you're actively modifying a biological entity that attacks animals, improving it's ability to hurt humans, that is a bio weapon.
