Yeah, I think they could have negotiated what they want. Which if I had to guess is at most acknowledge Crimea which is already theirs anyway, Ukraine stay out of NATO, maybe something with those Eastern regions Donestk and the like. Which I'm sure was met with the US and EU admins going on the whole, "we don't negotiate with violent madmen or whatever."
I'm not even presuming what Russia wants is a fair ask, but it's their prerogative to not want a military buildup on their own border just as much as it is for NATO to not want it on theirs. Putin knows damn well all they will get from this offensive is a few sanctions and bans that aren't really that big of a deal to them out of it. Europe needs all the stuff they import from Russia too much.
