The moon is a white elephant with no resources other than rock.
It takes just as much fuel to get to the moon as it does to get to Mars, as Mars has an atmosphere that can be used to slow down and the Moon does not. That same atmosphere on Mars can be used to make fuel, while EVERYTHING on the moon has to be shipped there. The only advantage of the Moon is travel time, only 3 days for the Moon and 3 months for Mars.
Titanium is present in notable quantities on the moon, alongside a pretty decent amount of other resources. I wouldn't say its devoid of resources.
That said, if we do start seeing more significant space development, I do think the moon might end up being used as a staging point for rockets being sent towards mars or other locations.
if im not mistaken also the moon rock er regolith can also be mixed with urea to make a cheap building material like concrete no clue if its airtight or not... i wonder how hard it would be to terraform mars they have been engineering plants for it but i have no clue how they will do in the real enviroment

Titanium is available in large quantities terrestrially. The reason titanium is expensive is refining.
