The $2800 is the maximum allowed by law for campaign donations. This is the most valuable money because the candidates spend it directly, whereas PAC unlimited donations can't legally coordinate with the campaign.
So this isn't chump change, it's the maximum possible for that donation and indicates that he's probably also giving huge sums to liberal PACs/SuperPACs that don't have reporting requirements.
