All donors may submit a request for a full refund until February 19th, 2022[...]
So, that's just good enough? Is that standard for all other 'canceled' funds they've ever had? Hopefully organizers can contact the donors and get them to get their refunds.
Giving an option for a refund gives them an out to refuse a chargeback and to argue that they’re not technically stealing since everyone had a chance to get their money back.
GFM were doing it silently, i.e. you had to somehow find out your money wasn't going where you intended it to go and apply for a refund. That's Hitchiker's Guide level of "giving people a chance". Definitely in bad faith.
Kind of moot now it looks like. GFM were apparently a bit worried by chargebacks and state AGs announcing an investigation. They're now automatically refunding everyone. At least that's what they stated in a tweet.

Donors should look into doing a chargeback instead of a refund because that apparently costs GFM hefty fees.
