It was a settlement, and the federal government has never prosecuted a Big Tech company for antitrust violations at that level since. Coincidentally, Microsoft created an entire division of lawyers to fight the IRS and got Congress to lower the agency's budget so they'd stop auditing them.

(naturally they still have enough power to go after individuals for back taxes)
