Yes but no out-group bias could exist without the participation of the race in question. Blaming outsiders doesn't make sense to me. If the race is strong and has faith, it would never consider adopting this attitude.
To me, the white race is currently very pathetically weak and needs to admit the problem is internal in order to fix it. Blaming outsiders like you're a victim will perpetuate the problem.
Normally everyone has a bias towards their own group so of course women have an in-group bias. But people of certain races also have a racial in-group bias

I will shout this from the rooftops until race baiters get it - women's in-group bias is gender based, not race based.
There are obvious reasons for this, related to evolution.
