I mean, it isn't really excessive. They call in active shooter/hostage situations. A very basic role of government and you generally need a SWAT team for that.
If you give the government a power it can abuse, then it will be abused. The question is never if, but rather when that abuse will occur. Swatting is a clear abuse, and would be a trivial action for the government to use this to deliberately target dissidents.
Due to what call? Any call from any random person, who doesn't even need to be in the general vicinity? Who says they need any actual call at all, rather than just lie about it after the fact? The government being able to send in a platoon of armed goons whenever and wherever they feel like it, is definitely excessive.
