Haven't the FBI done that before, driven someone literally to the door step of their target and then dropped the ball and have them shoot people?

Yes, but I bet this follows the usual pattern of the FBI finding a disaffected young male Muslim and radicalizing him and egging him on into committing terrorist acts.
