My wife got a speeding ticket in a speed trap in a small town. The town eagerly offered to drop the ticket in exchange for paying a $60 "fee". Complete bullshit but she paid because it'd cost more to either fight it or be hit with higher insurance costs.
That's why there's a saying in the context of dealing with the government in administrative or criminal matters, that the process itself is the punishment.

Almost never happens, judges and DA's work in the same building a know each other to a personal extent. Both work for the state.
