Well, they haven't yet got the mandates in place and we're only on the third shot of God only knows how many. It's not as much a failure as a work in progress. I'm curious why they hate Israel so much though, that they have to be first to get the extra shots.
There's different stages of covering up. You can say something didn't happen, you can say it did but it's nothing to worry about or you can say it happened but it was an accident. They chose the second one, tell the truth but with a heavy emphasis on downplaying it and get friendly media to help.
