It's due to Russian sheningans.

Poland plans to build (builds?) some kind of gas naval terminal thing. I don't know the details on hand.

Russian shenanigans?

The Russians have a gas pipeline running into central Europe through Ukraine, and they've been lobbying for years to build another one, called NordStream2, approval for which has been constantly held up by EU red tape, usually at Germany's behest. It's Brussels and Berlin that have made it into a political football: the Russians just wanted to make money.
