That is correct, but the EU retains control over the European Central Bank and can refuse to print money for those who don't play ball.

That the woman-led ECB will defy an order from European Commission President Von Der Leyen?
I'd put everything I have on the ECB following her instructions to the letter, regardless of consequences.
Whether she'd actually use that card is another question altogether because it would damage the perceived stability of the Eurozone and the Euro itself.
There's not going to be an order, so that's an easy bet for you to make. How about: there will be no order regarding vaccines for the ECB whatsoever.

It's not going to happen, mostly because all countries except for some Eastern European ones (which are not in the Eurozone) are on the same side to begin with.
Without knowing whether an EU member state will defy the order from Von Der Leyen to cause it, this is a stupid bet to make.
I'm just saying they have that tool if anyone says "maybe this is too far" and tries to back out.
