This is interesting, but it's not some sort of covid thing:
A team of 15 hired assassins murdered two rival drug dealers on a beach next to the Hyatt Ziva Riviera Cancún in Puerto Morelos on November 4. The broad daylight assault forced tourists and workers to seek refuge in the hotel before the armed gang escaped on speedboats.
Gee, all they really need to do now is breed the sheepdogs to look just like the sheep. If the sheep are "Baa baa this is nice, I feel safe, this is normal here? Might be ok to see this at home, too, baa baa", they'll really be placated when those uniforms look more "friendly".

They're trying to protect their tourist industry.
I don't know why these rival drug cartels just team up to get the drugs out faster and whatnot
Because if they shared and got 4 units out, that's 2 and 2, but if they off the other one, they might be able to get 3 out on their own.
Also, prestige and power. "Allowing" one rival, even in semi teamwork, means "allowing" more rivals. They might be fine with 2+2, but not with 1x5.
Didn't see any increased security presence as of yesterday personally.
There are lots of marines, national guard and police out. Much more than 1 month ago
