Yeah, I know people like that, people who climb the corporate ladder, jumping between wildly different career paths without a hitch. It's a universal sign of uselessness, people like this don't do anything useful in any of the positions they have, but nobody dares call them out on it.
Specifically, in certain corporate cultures that are full of men, women are allowed to get away with being useless. Having these useless people, whatever their gender, in charge is horrible for morale and a sign of a sick place.
That's fine with me. Policies have consequences. Women are in the workforce, and now women complain that they "can't afford" not to work. Society did that to itself.

This is called failing upwards. They get rid of incompetence by promoting them.
