And if that doesn't work then fine into poverty. And if that doesn't work then make a backlog of outstanding cases that get oh so conveniently focused on whenever a specific individual will become convenient to get rid off.

That part is normal for any fine if you don't pay.

They will first drain your bank account, then start selling your stuff, and only when you're entirely destitute do they actually put you in jail.
