Every state needs to do that for every agency. Almost all funding going to the Fed needs to be redistributed evenly back to the states on a temporary basis, helping them set up their own parallel agencies. The understanding being that the funding will be drawn down each year until the states can match it, and then payments will be cut off. That's what a benevolent dictator would do, anyway. Maybe cutting them off immediately would be best.
This is all good, but there's one agency they need to jump on right away.
State Militias.
Exploit division within the ranks of the feds and start hiring unemployed soldiers into a State Militia. Article One guarantees that the states have a right for this, and who knows... you might one day need them.
At the very least, you can make sure that if the feds want to start a war someplace to cover up more of the Harris-Biden Regime's failures, they can't just pull troops from the National Guard, they have to literally ask for the state militia, which operates entirely under the Governor or State Assembly.
30+ states have such militias on the books, but the next step is to get them actually funded. We did that in Missouri about 10 years ago after the Joplin Tornado happened and most of the MONG were deployed overseas. The "State Reserve Military Force" had existed on paper since the 80's, it was renamed the "State Defense Force" and given actual funding. However they currently act as an auxiliary to the NG to help maintain equipment. Next step is to separate it from the NG and completely divorce its chain of command from the NG.
I spent most of 2019 discussing getting this done between 2020 - 2024 but lots of debate whether to go this route or to adopt something closer to Virginia with counties responsible for creating a muster under Sherriff that can be deputized quickly. A lot of counties already do this. Or whether something else is needed i.e sanctioning militias at the county level with an appointed county "lieutenant" responsible for mustering similar to the old colonial model.
