I wouldn't count on it. The DC suburbs are population dense and entirely blue. The entire rest of the state can go blood red and it won't matter because everyone who lives within a 20 mile radius from DC will vote for the Democrat candidate no matter what.

They don't all fit there. Most federal employees and contractors live in nearby cities and suburbs of Virginia and Maryland.
