‘Alarmingly invasive:’ This Ontario mayor may have his pay docked after asking a woman online if her COVID-19 vaccine changed her menstruation
An Ontario mayor who has pushed COVID-19 disinformation may lose part of his pay following a scathing report by an integrity commissioner. West Lincoln Mayor David Bylsma is one of a small band of politicians in the fiercely conservative communities of western Niagara who have embraced anti-vaccination or anti-lockdown rhetoric. He is the only one to face sanctions from the political bodies he is a part of. First, his own council stripped him of most of his powers, and now the regional council that his mayoralty entitles him to sit on will consider suspending his pay.
Bylsma’s decision earlier this year to ask a St. Catharines woman, Emily Spanton, through Facebook if the COVID-19 vaccine impacted her menstruation was “alarmingly invasive,” “arguably insulting” and “irresponsible,” Niagara Region’s integrity commissioner found in an Oct. 8 report. Bylsma and Spanton are only acquaintances, and his question leaned on conspiracy theories circulating on social media about vaccines harming a woman’s reproductive system.

“We find it difficult to believe that almost any woman (except, perhaps, Councillor Bylsma’s closest family members) would not have been offended by the councillor’s questions,” wrote Maynard in finding Bylsma’s message to Spanton had violated Niagara Region’s code of conduct. “And even as men, it staggers us.”
The moves have left Bylsma’s role as mayor reduced to running council meetings and voting on issues.

Bylsma told Maynard his message to Spanton was private and it was only made public by her, and he gave her the option of not replying to the message.

Bylsma was charged with allegedly violating Ontario’s stay-at-home orders by speaking at the St. Catharines rally, where he claimed images of body bags and haz-mat suits were being used to create fear and control the public. The case is still before the courts, and he faces a fine as high as $100,000 and a year in prison.

He also came under fire from regional politicians and the public for criticizing the local public health department for not including what he called “mom advice” — drinking orange juice and wearing a toque — as part of COVID-19 safety messaging. Neither action will prevent or treat an infection.
