Having not seen the video, I think there is a time limit on how long you can get away with "panic while screaming." I get the feeling this woman crossed it, and kept not doing anything but crying.
I think most of us would need a moment to compose ourselves with such a crazy situation, but after 30seconds to a minute most people would have taken a deep breath and acted.

In that case, yeah I think that's a normal and understandable reaction. Back when I was younger I panicked similarly when a school of fish started bouncing off my boat, so I can't imagine orcas make the situation less troubling.
Yeah I take back what I said, that's a solid situation to be confused in. Between them surrounding the boat, and physically stopping to stare at their prey on the boat, just taking off is clearly a huge risk but its equally likely for them to attacking.
Though who has a boat with no siding/railing on it. That's just asking for all sorts of really bad situations to happen.

What she's doing makes sense - she's on some weird flat boat with no side rails - a sea lion has climbed onto her boat and they do have teeth and sometimes bite people - there's several killer whales circling the boat and looking madly at the boat - and I suspect from the strange boat, her tone, and that she's recording, that she works for some agency that probably has a strict rule against interfering with wildlife or something - and she legit doesn't know what to do just like anyone in her situation wouldn't.
Most of the deleted comments treat her like a guy - disliking her because of her autistic-like voice and being upset with her for not being immediately all knowing of what to do and confident.
