Obviously, it's because the majority of them are over 60 and virtually all of the elderly population has been vaccinated. But it still shows the vaccine is really not all that effective.
It really shouldn't be called a vaccine at all. It's a minor boost to immunity and nothing more.

A minor boost to immunity in response for one strain in exchange for compromised immunity against any number of other coronaviruses.

The overall numbers matter as much, but I agree it is concerning seeing roughly the similar layouts as we're seeing in OP.
