Doing this doesn't prevent him from doing other things simultaneously. He's in a blue state. The vote of any conservative is already mostly secured because they've actually been paying attention and are the ones most affected by the shitty blue policies.
Liberals and normies don't function in the same way that you or I do. We should know this pretty well by now. They are mindless consumers who care more about gossip and celebrities, and who see elections more as a popularity contests than they'll ever see it as a comparison of actual policy. This is exactly why every single campaign liberals run never mentions a damn thing about their policy platform and instead focuses on celebrity endorsements, smears, and character attacks. This is what works to persuade liberal and normie voters — which are the voters he needs. They don't pay attention enough to policy to care, they just want to feel like they voted for a "good" person.
He doesn't need conservatives around the country to agree with what he's doing because they're not who he needs to convince to vote for him in California.
