The draft is kind of shit. When push comes to shove, the military isn't going to take women for combat roles, even if they're legally able to. If the situation is actually demanding, they're going to make pragmatic decisions.
I honestly think owning land being a precursor to voting is probably the best metric. It's not perfect but it's something.

Yep, they wouldn't even want us to have a standing army, not like today. On the other hand, everyone was potentially the militia.
Yeah the draft thing that happened or is going to happen is a bit silly. Oh sure they may be "drafted" but how many are truly going to be drafted to front line infantry or something dangerous if we really did have to have another draft? Prob none.

Surely it's going to be a just war and the depopulation of certain parts of the country are a coincidence.
