She self identifies as Black and not as Japanese.
Also she was not born in Japan, and "chose" to compete there instead of for the US this year.

Neither. She thought her chances of getting picked for the Olympic team would be greater in Japan than in America.
Fair enough, she shouldn't have done that but no reason for OP to throw a hissy fit over it.
