No idea, he does not say a lot about how this is suppose to work. It looks like is sort of a militaristic nation that may not have families or individualism. The feeling I got from the title was something along the lines of women make babies and guys die in war and the society is built upon that. Since the death count is high I assume that women have no partner and the man is not going to be a father to the child, just a genetic donor.

It is something extreme and against human nature but he wants to write about this experiment not create it, so I see no harm.
