As a coastal California resident, what rolling blackouts? The regions making up California have vastly different qualities, but most Californians live in unacceptable areas.
Huge numbers of them live in burn areas, with zero work done to the defensive zones around their homes. Tons of them live in areas where it freezes, and/or has temps over 80F. There are mexican stab towns, urban hells, and sketchy places of all kinds.
Having lived in the north, the east, and the south, coastal California is the only part of the US that's tolerable. 71F today.
