He did some great things but all of it was basically ineffective. Look where we are at. And yeah we can blame it on swamp rats and RINOS and Democrats, but he appointed and endorsed many of those swamp rats.
And sure he is just one man but there was much more he could of done and didn't, just talked about it assuming he would win 2024. Did he not expect fraud until last year?
I agree with your overarching point, but if Trump went harder at them and was actually close to making real, lasting changes they would have simply responded in kind to stop him.

Most Republicans/Conservatives would not want to hear this. But honestly, the best way forward in fighting the Woke Left is not winning the White House any time soon.
There is a pattern that has been going on for decades at this point, One major party gets the White House and the other major party immediately gains in Congress, Governorships, State Legislators, etc.
So the best way forward is to stay out the White House for a SMALL time, while also replacing NeoCons & MAGA Lite (only focuses on economics) with full-on MAGA Anti-Woke culture warriors. And state political offices should be the main focus, even more so than Congress. Governors, State Legislators, State Attorneys General. Right now, we need Anti-Woke people there more than anywhere, including the White House.
