Followed by East Asians. Followed by whites. Followed by people from Iberian colonies. Followed by blacks.

As to a cultural hypothesis, it doesn't have to be one or the other, and I believe they are both a factor. Genetics inform culture, and culture informs genetics, though even as cultural factors are negated from Asian assimilation, the IQ tends to remain high.
For work ethic... I think that depends on what sort of work you value. But that does nail the IQ rankings pretty well. IQ isn't the only behavior informed by genetics/culture, albeit an important one.
