It's pretty prevalent in the government IT space as well. Things are always working the best when you have enough competent white men. Absolute most productive and positive work environment I ever had was when they shoved five of us white guys into a repurposed storage closet. We got so much shit done and had a blast doing it. As the team's racial composition shifted, it just became the white guys carrying everyone else. It's really sad, because I've worked with plenty of nonwhites in IT who could run circles around me, but there just aren't enough of them to go around and meet the diversity quotas, so hiring someone that isn't a white guy is always a gamble.
I really missed our black DBA at the end there. He left abruptly shortly before the lockdown for family stuff. We ended up hiring some worthless Chinese DBA who wasn't terribly fluent and who got chewed out by the Linux admin for not doing his job multiple times. I hear the whole place has been steadily burning to the ground after me and the Linux admin left. Turns out diversity hires can't carry a team the way we could.
