In this case, it's justified. He's not an employee of Disney and was not subjected to the training. He can't file a complaint anymore than I could press charges against someone who broke into my neighbor's house.
I'm not debating whether he's right to encourage Disney employees to take action: I'm just pointing out that in this, as in every other situation, he carefully feels out what he thinks will be the safest position for himself to take, and then stays on the sidelines.
