His job here is the kosher racket aka boiling the initial suggestion down to keep the conflict of reason (truth vs false) going; which was caused by consent to believe in the initial suggestion.

Control is not about what one believes, but that one consents to a suggestion by another one. Why? Because to use free will to consent to a suggestion offered by the free will of another; represents ignoring ones own free will aka the sole authority over ONEself within ALL, in favor for the false authority (their free will) of another ONE.
