"zero female sex partners since they turned 18"

That's kind of a weird way of phrasing it. Is this suggesting that they had sex partners before they turned 18? Is it suggesting that they now have male sex partners?

Probably some legal reason around child exploitation laws where inquiring about it would run afoul.

Likely the question was something like, "Since turning 18, how many female sex partners have you had?" They phrase it this way because they don't know what their sexual history was before turning 18.
