So, I'm actually pissed about this subject, but not for the reasons given. It's not hard to figure out the homeless culture and the way it works. It's also fairly easy to take care of once you recognize the culture. The homeless have a network and try to move based on better life. So, the only way there's a problem is if someone is specifically messing up the network, and trying to fix things counter to the culture.
Far worse, there are tons of organizations that help the majority of the people in need. They tend to be religious, and sometimes don't get specific things, but they have a good record of success. Half of the reason why you are seeing these problems is because the city gets rid of the organizations because of the screw ups. Instead of making groups to fill in the missed parts, they scrap the entire thing.
I've seen Dem leaning areas round up homeless and not really say where they were taken. It's especially done when a big Dem thing is happening soon and they don't want the homeless to be a counter to their own ideas. That's why they cleaned up their own streets a lot of the time. It wasn't to keep anyone safe.
So that's the problem, all of the leaders only want the appearance of fixing the problems, but don't actually want to fix them. Then, they tell the homeless to being more people, because it sounds good. The homeless aren't migrating like they usually do, so it becomes a giant quagmire of appearance and crap.
They send them to other cities and states, 'helping' them to migrate. California loves this shit, so does NYC. More of these people showed up in Florida for a while, but community ordinances and local 'beggers' (read: have homes,phones, drugs, food, but no jobs, professional beggers.) are territorial, so they moved on pretty quickly from my area.
I used to feel sorry for the homeless, then I started working in a grocery store and see the way these worthless fucks are treated. They get more in five minutes of bleeding-hearted scum passing by than I get in an hour's hard work. They get food, drinks, alcohol, money, phone cards, gift cards. I just want to kill the people who give this shit to these bums. They are only keeping these assholes coming back, not helping.
EDIT: Then these bleeding-hearted lefties keep saying "Well, if you aren't getting paid enough to earn a living wage/as much as the homeless, maybe the employer is the problem." No, you are the fucking problem. I earn what I have, I work hard, contributing to society. I don't get more because these leftists are some of the greediest fucks, and what little I do earn, makes me ineligible for benefits the bums, whores, and minorities get.
Their idea of a better life and yours are different, I am not disagreeing. They like and want to be homeless. So, the network actually talks about open spots, and treatments. They do not want to have tons of people in the same spot begging for the same scraps. There are a lot of them who want to be a part of the community as a homeless person. I've seen them clean up areas, take care of garbage, and other things to help the area, and in hopes of reward.
What I also know is most of them aren't scared of being homeless. They have been homeless before, know how to do it, and how to do work while homeless.
There are also a lot of people who want to get out of homelessness quickly and will follow the programs given. The problem with places like Seattle is they got rid of the shelters and places to take care of folks, and built large apartment complex areas that only serve a portion of the people in need. As I said before, they get rid of the people doing stuff because of a few misdeeds, and then only have the appearance of helping.
It's really weird to watch, and kind of tragic. The networks we are talking about have been openly talked about in Sherlock Holmes novels. The Baker Street Irregulars do all the things the homeless now do, and yet we have tons of people who don't know how this works. Just talking to them will help you figure this out, and the blinking idiots can't even do that. I mean, this is something they love to talk about on the stupid bus. The entire network, how it works, where they place in it, and how they help their network.

While true, many of them view "a better life" as lax drug laws, needle exchange programs, food programs, etc.
You don't make people comfortable in poverty. You serve them best by driving them out of it.
