Let's not pretend Pao was anything but a patsy. Almost all of that stuff was going to happen regardless, as shown by the fact that they kept nearly all of it and even took it further since, and they got to place all the heat on her until she was ousted.
I doubt she knew she was a patsy, but she wasn't smart enough to do half of that on her own.
