There has been trend of devaluing the pieces of flair. Infantry used to have the exclusive Combat Infantryman Badge for obvious reasons. They made a Combat Action Badge so the POGs could feel better about themselves, and both are currently handed out for being within a couple miles of a backfiring car that sounded like gunfire. The unit patch on the right arm is awarded for deploying to a war zone with said unit, but the most recent update to AR670-1 makes it hostile conditions (aka anywhere some officer wants more presitige). It's all participation trophies now.
New officers are not to be trusted. Senior enlisted and officers above O-3 should be assumed to be actively malicious until proven otherwise. Generals doubly so.
You simply can't replace troops on the ground in warfare. The ultimate goal of any nation level conflict is to get your people onto the soil you want to control. Anyone who doesn't recognize this is either a liar, a future loser, or a liar who wants to lose.
