I think part of it is (or was) trying to present a more “western acceptable” image for the Olympics, like pulling certain manga from konbini shelves. Which is bad in itself, but not necessarily indicative of long-term meddling.
But I also think that the excuse that the Olympics offers is being used as a starting point to force more changes. I find it hard to believe that it’s coincidence that new fan work guidelines were released for Evangelion and for Nier with some similar wording within a couple weeks of each other despite both properties being completely unrelated.
Something is up, and it’s not a natural cultural shift.
